Process Security Management

Course Description

Over the past 10 years, OSHA's Process Safety Management (PSM) Standard and EPA's Risk Management Program (RMP) Rule have resulted in improvements in managing releases of highly hazardous chemicals. In complying with these standards, companies have focused mostly on accidental releases. However, these regulations do not specifically exclude releases from deliberate acts. These acts can include external threats of terrorism, sabotage, vandalism and theft. Indeed, in a Fact Sheet on Site Security, referencing the PSM standard, EPA states "External threats must be considered when conducting a process hazard analysis." Unless properly managed, it is entirely possible that risk from deliberate acts could dominate that from accidental releases. This course deals with managing the risk from deliberate acts.

Recent events have emphasized the need for process security programs and both government and industry are acting to remedy current shortfalls in process security. This course describes a comprehensive program for process security management that parallels process safety management (PSM) programs which address accidental releases of hazardous materials. Such process security management programs can reduce both the likelihood and the severity of terrorist and criminal acts.

Modeling process security management on process safety management offers numerous benefits. A considerable amount of development work has been performed and experience accumulated on PSM programs since OSHA’s PSM standard was enacted in 1992. Most process companies invest significant resources in their PSM programs and value them highly. Modification of an existing program to address process security is easier and more efficient than developing a completely new program. Furthermore, many companies already have in place elements of process security that can be integrated readily into an overall program.

While PSM programs provide the framework for a comprehensive process security management program, there are numerous significant differences that require modifications and additions to the PSM framework to accommodate process security. This course presents an overall process security management program and describes these differences. Detailed guidelines are provided for implementing each of the elements of the program.

Objective

To identify and develop an understanding of threats to process facilities from terrorism, sabotage, vandalism and theft and provide guidance in performing a threat and vulnerability analysis, as well as inspections and auditing of a facility's current vulnerability level.

Target Audience

This course is intended for process safety and security personnel, and others who may be responsible for managing the risk of threats to process facilities. Plant or company managers looking to gain more understanding of threats and methods use to manage them at their facilities would also benefit from taking this course.

Prerequisite

A general background in process safety, risk management and/or security at manufacturing facilities is beneficial. This course is open only to those individuals who are employees of process companies operating in the United States or who work for US Government agencies.
